НAЦІОНАЛЬНЕ ПИТАННЯ В ПОЛЬЩІ: ЗА МАТЕРІАЛАМИ ОПИТУВАННЯ ВАРШАВСЬКОГО ЧАСОПИСУ “KURJER POLSKI” 1924 р.

Анотація


     У статті аналізується ставлення польської інтелектуальної еліти до проблеми національних меншин, актуалізоване 1924 р., зокрема, через завершення терміну взятого урядом зобов’язання щодо надання Східній Галичині автономії та підготовку урядового закону про освіту (відомого як Lex Grabski). Упродовж липня–серпня варшавський часопис “Kurjer Polski” публікував роздуми інтелектуалів, які представляли різні регіони країни та політичні течії: соціалістів (А. Слівінський – Варшава), націоналістів (С. Буковецький – Вільно), консерваторів (Фр. Боссовський, Т. Дембовський – Вільно; Е. Гаусвальд – Львів). Підґрунтям для вирішення проблеми більшість авторів називала положення березневої 1921 р. Конституції щодо головних демократичних прав громадян, одноголосно висловлювалася за надання можливостей для культурно-національного розвитку національних меншин (наголошуючи на необхідності зважати на індивідуальні особливості кожної та регіональну специфіку), що мало б сприяти згуртуванню держави. Водночас звучали й тези, що заперечували інтегральність української спільноти, національний характер білоруського руху.

     Польські урядові кола обрали концепцію унітарної, мононаціональної держави. Вже в липні 1924 р. було ухвалено закон про освіту, чимало пунктів якого спрямовувалося на дискримінацію національних меншин. Подальші зміни в політичному житті країни тільки загострили проблему, котра так і не була вирішена впродовж цілого міжвоєнного періоду.
