Мовне планування в законодавстві як соціолінгвістична концепція мовно-національних відносин

Анотація


Background: Under the conditions of modern geopolitical reality, the necessity of comprehension of innovative approaches concerning planning of language-national relations in the paradigm of ethno-speaking space of Ukraine is growing. The essence of language policy should be focused not only on the functionality and development of national language and on the support of minority languages, but also on the protection of society from the influence of alien ideologies.

Purpose: The purpose of our research is to trace the state and perspectives of language planning in Ukrainian legislation and to predict its impact on the development of language situation and social units`language consciousness. The principles of language planning rely on the following: 1) national legislation and international obligations; 2) sociolinguistic value of languages; 3) functionalities of languages; 4) number of representatives of language communities and their language competence. They connected with each other by the spine of a state body. On this basis, we should develop the concept of language-national relations. The attention was focused on language planning perspectives, which accumulated оn the integrative, consolidated and informational functions of languages.

Language planning in the “citizen – language – state” paradigm is coordinated by sociolinguistic parameters such as “language integration”, “language power”, “communicative convenience”, “language competence”, “language education”, “language duties”, etc. An analysis of Ukrainian legislation in this context is also an attempt to find answers to the questions: is it possible to create a parity language-planning model for each of the languages? сan status language planning be more linguistic than political?

Results: The expediency of language planning as grounds for the integrity of the national state and the indicator of security of language rights of all ethnic communities is substantiated. The importance of the language factor in public administration, education and informational space is emphasized. The conclusion about language planning as a system of measures for the harmonization of language-national relations in society is made.
