INNOVATIVENESS AND EFFICIENCY OF THE UKRAINIAN SYSTEM OF HIGHER EDUCATION
Анотація
Ukraine welcomed its independence in 1991, and promulgated the Education Law in the same year. In 1993, in order to improve the quality of national education, the whole country implemented a nationwide project, namely Education - Ukraine 21st Century. In 2002, Ukraine promulgated the new Higher Education Law and joined the Bologna process three years later. On November 23, 2011, the Cabinet of Ministers of Ukraine issued a resolution on approving the National Qualification Framework. In 2017, The newly revised Higher Education Law of Ukraine has re divided the system of higher education institutions: junior bachelor's degree, bachelor's degree, master's degree, doctor of science, doctor of philosophy. During this period, based on the development of social economy and international situation, the Education Law and Higher Education Law were revised consecutively to ensure quality of national education. Whether a series of legal documents and national actions aimed at improving national quality and safeguarding the national economy have played their preset roles. According to the White Paper on Education of Ukraine, since independence in 1991, Ukraine's human Development index has dropped from 0.873 to 0.779 (2020), leading to its ranking sinking from 33 to 74; according to the global competitiveness index, Ukraine ranked 79th among 140 countries in the world from 2015 to 2016. In addition, according to social surveys, both graduates and employers of enterprises do not have a high evaluation of the quality of Ukrainian higher education. So what is the cause of this problem? The white paper on education in Ukraine pointed out that the Ukrainian higher education system is inefficient, and there are great problems in both quality and quantity of education; The proportion of teachers and students with high academic qualifications and professional titles does not match; The autonomy right of colleges and universities is low; The financial budget of higher education is insufficient; Political contradictions are acute. This paper will deeply analyze the advantages and disadvantages of Ukraine's higher education from the perspective of structure, management as well as the implementation of policies, hoping to serve as a reference for the bilateral cooperation in education filed.
